The Policy Dialogue on Strengthening Accountability Frameworks for the Post-Moratorium Cycle of the Discrimination Against Persons with Disabilities (Prohibition) Act in Nigeria brought together key stakeholders to discuss the effective enforcement of disability rights laws.
The event, held in Osun State, focused on ensuring the full implementation of legal provisions that prohibit discrimination against persons with disabilities, particularly in the state.
The dialogue featured passionate discussions from government officials, disability rights advocates, security agencies, and civil society organizations, all of whom stressed the urgent need for accountability and enforcement of the Disability Act.
Legislative Commitment to Disability Rights
Hon. Adeyemi Adewumi (Irekandu), a distinguished member of the Osun State House of Assembly, highlighted the role of the legislative body in advancing disability rights. He reiterated the Assembly’s commitment to ensuring that the provisions of the Disability Act are not only enshrined in state policies but also actively enforced. Hon. Adewumi emphasized the importance of continuous collaboration among government agencies, civil society organizations, and disability advocacy groups to ensure the effective implementation of the law.
Government Agencies and Their Role in Implementation
Rotarian Ayobami Oyetunde, Executive Secretary of the Osun State Bureau of People with Disabilities, provided insights into the Bureau’s ongoing efforts to create an inclusive society. He emphasized the importance of sensitization campaigns to raise awareness about the rights of persons with disabilities, particularly in the private sector, education institutions, and healthcare services. He acknowledged the challenges in ensuring accessibility and expressed the Bureau’s commitment to improving access to government services and public infrastructure.
Representatives of special needs groups called for stronger accountability measures, particularly in establishing accessible reporting mechanisms for discrimination cases. They also stressed the importance of an efficient monitoring system to track compliance with the law and ensure that violators face appropriate consequences.
Security and Advocacy Groups Pledge Support
The Nigeria Security and Civil Defence Corps (NSCDC) reaffirmed its commitment to supporting the enforcement of disability rights laws. Representatives from the agency assured stakeholders that they would work closely with relevant bodies to curb discriminatory practices and uphold the rights of persons with disabilities.
Dr. B.O. Ayeni, representing the Community Advancement for Self-Reliance (CAI4SR), stressed the need for a societal shift in attitudes toward disability. He advocated for community-driven interventions that promote education, economic empowerment, and policy advocacy for persons with disabilities.
Comrade Abdullahi Aliyu Usman, National President of the Joint National Association of Persons with Disabilities (JONAPWD), called for greater government accountability in funding disability-related initiatives. He emphasized the need for increased training for law enforcement and public service workers on disability rights and inclusion.
Way Forward: Strengthening Accountability and Enforcement
The discussions highlighted key barriers to implementation, including inadequate infrastructure, societal stigma, lack of resources, and gaps in legislative enforcement. Stakeholders agreed that while progress has been made, more concerted efforts are needed to create an inclusive society.
Hon. Adewumi and Rotarian Oyetunde stressed the importance of working closely with the National Commission for Persons with Disabilities to strengthen enforcement mechanisms and eliminate barriers to accessing rights. Moving forward, stakeholders agreed to establish local accountability units, enhance collaboration with advocacy groups, and mobilize resources for infrastructure improvements.

The policy dialogue reinforced Osun State’s commitment to eliminating discrimination against persons with disabilities and ensuring their full participation in society.
