The Senior Special Assistant to the President on Special Needs and Equal Opportunities, Hon. Mohammed Abba Isa, has described the proposed FCT Disability Policy as a major step forward that could significantly improve the lives of more than 400,000 Persons with Disabilities (PWDs) in the Federal Capital Territory.
He made this known during a two-day Validation Workshop organised by the FCT Women Affairs Secretariat in partnership with the World Bank, CMB International, and the Sustainable Family Health Foundation.
Abba Isa explained that once fully adopted and implemented, the policy would provide a strong legal and institutional framework to protect the rights of PWDs, improve accessibility, promote economic empowerment, and enhance service delivery across the FCT. He added that it would also strengthen inclusive governance by ensuring that the voices of PWDs are better reflected in decision-making processes.
He commended stakeholders for their efforts in advancing the policy, describing the initiative as timely and strategic. According to him, the FCT—despite being the nation’s capital—has yet to domesticate the National Disability Act, but the ongoing process signals renewed commitment to inclusion.
The presidential aide also stressed that while about 28 states have domesticated the Disability Act, only a few have fully functional implementation structures, warning that laws without enforcement mechanisms remain ineffective.
He expressed optimism that the FCT would not only complete domestication but also establish a strong enforcement framework capable of delivering real impact.
Abba Isa, speaking on behalf of President Bola Ahmed Tinubu, reaffirmed the administration’s commitment under the Renewed Hope Agenda to building an inclusive Nigeria where no one is left behind. He urged stakeholders to ensure the final policy is robust, practical, and capable of delivering meaningful change.
