2027: Abba Unveils 176,846-Unit PWDs Mobilisation Network

The Director of the Persons with Disabilities (PWDs) Mobilisation Directorate of the Presidential Campaign Council, Hon. Mohammed Abba Isa, has unveiled an extensive grassroots mobilisation structure designed to strengthen the participation of Persons with Disabilities in the 2027 electoral process.

The structure, which extends from the national level to polling units across the country, was unveiled during Abba Isa’s visit to the Secretary I of the Directorate, Aare Hon. Tolu Bankole.

The initiative is aimed at taking PWD mobilisation beyond the national level to communities, wards, Local Government Areas and polling units, while creating stronger channels for voter sensitisation, information sharing, advocacy and feedback.

At the national level, the structure is led by Abba Isa as Director, supported by Bar. Ayubu Gufwan as Deputy Director, Aare Hon. Tolu Bankole as Secretary I and Hon. Misbahu Lawan Didi as Secretary II. It also includes specialised wings for women and youths with disabilities.

At the zonal level, the structure provides for six Zonal Coordinators, six Deputy Coordinators and six Secretaries. At the state level, 37 State Coordinators, 37 Deputies and 37 Secretaries will cover the 36 states and the Federal Capital Territory.

The structure further provides for 774 Coordinators, 774 Deputies and 774 Secretaries at the Local Government Area level, while 8,809 Coordinators, 8,809 Deputies and 8,809 Secretaries are expected to operate at the ward level.

At the polling-unit level, the Directorate plans to establish 176,846 PWDs Mobilisation Teams to provide direct grassroots engagement.

The polling-unit teams are expected to serve as the final link between PWD communities and the wider mobilisation structure, focusing on voter education, sensitisation, mobilisation, advocacy, information dissemination and feedback.

According to the Directorate, the initiative is not simply about establishing a large numerical structure but about building a coordinated and inclusive network that gives Persons with Disabilities a stronger voice in the political and electoral process.

The Directorate said the structure is intended to promote the active participation of PWDs in the 2027 electoral process and ensure that they are recognised as stakeholders and active participants rather than merely beneficiaries of political and social programmes.

The initiative is also expected to strengthen grassroots engagement and create a direct communication channel between PWD communities and the national leadership of the mobilisation directorate ahead of the 2027 elections.
