Gombe State Governor, Muhammadu Inuwa Yahaya, CON, has signed the Gombe State Disability Protection Bill 2024 into law, marking a significant milestone in advancing the rights and well-being of persons with disabilities (PWDs) in the state. This groundbreaking legislation paves the way for the establishment of the Gombe State Disability Commission, a body tasked with ensuring the inclusion, empowerment, and social justice for PWDs.
The signing ceremony, held on December 23, 2024, at the Government House, underscores the state government’s commitment to fostering a society that guarantees accessibility, equality, and active participation for all. During the event, Governor Yahaya announced the appointment of Dr. Ishiyaku Adamu, Chairman of the Joint National Association of Persons with Disabilities (JONAPWD), Gombe State Chapter, as the inaugural Executive Secretary of the Disability Commission.
“The establishment of this commission provides a critical platform to address the needs and aspirations of our brothers and sisters living with disabilities,” the Governor stated.
He highlighted his administration’s track record of supporting the PWD community, citing previous appointments of Special Advisers and Assistants to enhance communication and coordination between PWDs and the government. The Governor also announced the renovation of the state’s only Special School and plans to construct two additional Special Schools—one in each senatorial district.
Governor Yahaya commended the Gombe State House of Assembly for their diligence in passing the bill and acknowledged the advocacy efforts of stakeholders who championed the cause.
Speaking at the ceremony, Rt. Hon. Abubakar Mohammed Luggerewo, Speaker of the State House of Assembly, affirmed that the bill had undergone thorough scrutiny to align with the aspirations of the PWD community.
Responding on behalf of PWDs, Dr. Ishiyaku Adamu expressed gratitude to the Governor for fulfilling a 2019 campaign promise, describing the bill’s passage as a historic moment.
“Fifteen years ago, this same bill was rejected. Today, we celebrate its passage and assent. This commission will promote education, healthcare, and overall well-being for PWDs,” Dr. Adamu said.
He also noted that Gombe State is now the second state in the Northeast to enact such legislation, adding that he would work to attract support from development partners like the World Bank.
Dr. Adamu, a Senior Lecturer in Political Science at Gombe State University, brings a wealth of experience to his new role, ensuring the Disability Commission starts on a strong footing.
