The National Commission for Persons with Disabilities (NCPWD) has reaffirmed its commitment to promoting the rights, safety and inclusion of blind and visually impaired persons in Nigeria as it commemorates the 2026 International White Cane Safety Day.

The Executive Secretary of the Commission, Hon. Ayuba Burki Gufwan, stated this in a message marking the annual observance on October 15, where he celebrated the resilience and independence of blind persons in Nigeria and across the world on behalf of President Bola Ahmed Tinubu and the management and staff of the Commission.

Gufwan described the white cane as more than a mobility aid, noting that it represents independence, dignity and the right of blind persons to move freely, access education, pursue livelihoods and participate fully in society without discrimination or barriers.

He acknowledged the challenges faced by blind and visually impaired persons, including inaccessible public spaces, inadequate assistive devices, limited access to Braille materials and inclusive education, and discrimination.

He reaffirmed the Commission’s commitment to improving access to standard white canes and other assistive devices, strengthening inclusive education, promoting accessible roads and public buildings, and enforcing the Discrimination Against Persons with Disabilities (Prohibition) Act, 2018.

The NCPWD chief also called on motorists, government ministries, departments and agencies, and the general public to respect white cane users and give them the necessary right of way. He urged Nigerians to offer assistance only when requested, stressing that support should uphold dignity rather than promote pity.

Gufwan further pledged to strengthen collaboration with organisations of persons with disabilities, particularly the Nigeria Association of the Blind, to ensure that blind persons are not left behind in the Federal Government’s Renewed Hope Agenda.

He reiterated that blindness should not be equated with helplessness, reaffirming the Commission’s determination to promote equal opportunities, accessibility and full participation for persons with disabilities across Nigeria.
