The Borno State House of Assembly has held a one-day stakeholders’ roundtable discussion on the proposed Borno State Persons with Disability Bill, 2026, as part of efforts to strengthen legal protection, inclusion and empowerment of persons with disabilities in the state.
The engagement, held on Wednesday, September 16, 2026, at Prime Lodge and Apartment Hotel, Maiduguri, brought together lawmakers, disability stakeholders and organisations with experience in disability-related issues to deliberate on the proposed legislation.
The roundtable was chaired by the Chairman of the Ad-Hoc Committee on the Disability Bill and Member representing Jere Constituency, Hon. Abba Kyari Abba Kolo.
In his remarks, Abba Kolo said the consideration of the Bill presented an important opportunity to strengthen the legal and institutional framework for the protection, inclusion and empowerment of persons with disabilities across Borno State.
He noted that persons with disabilities were an integral part of society, with the same fundamental rights, aspirations and potential as every other citizen.
The lawmaker stressed the need for collective action to ensure that persons with disabilities have equal access to education, healthcare, employment, economic opportunities, political participation, social inclusion, public facilities and essential services.
He said the roundtable provided an inclusive platform for stakeholders, particularly organisations and individuals with direct experience of disability-related challenges, to make contributions and recommendations toward strengthening the proposed legislation.
The Borno State Persons with Disability Bill, 2026, seeks to provide for the protection, inclusion and empowerment of persons with disabilities in the state, establish the Borno State Board for Persons with Disabilities and provide for other related matters.
The engagement was attended by the Leader of the House, Hon. Dige Mohammed, who represented the Speaker of the Borno State House of Assembly.
Other lawmakers in attendance included Hon. Mohammed Ali Gajiram, Hon. Ibrahim Mohammed Kwajaffa, Hon. Baba Mala Bukar and Hon. Karta Maina Ma’aji Lawan.
The stakeholders’ engagement reaffirmed the commitment of the Borno State House of Assembly and other stakeholders to promoting a more inclusive, equitable and accessible state where persons with disabilities can fully participate in social, economic and civic life.
