The Adamawa State House of Assembly has held a public hearing on the proposed Adamawa State Social Protection Bill, reaffirming its commitment to establishing a strong legal framework for sustaining social and economic development in the state.
The bill, designed to institutionalise social protection systems across Adamawa, was developed with support from the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU) through the Supporting Sustainable Social Protection, Participation, and Economic Resilience in North East Nigeria (SEPIN-SUSI) programme implemented by GIZ.
Following its second reading, the bill was referred to the House Committee on Women and Social Development for detailed legislative review. The public hearing provided an avenue for key stakeholders—including government agencies, civil society organisations, and development partners—to contribute their perspectives to strengthen the proposed law.
In her address, Hon. Kate Mamuno, Committee Chairperson, House Majority Leader, and sponsor of the bill, explained that the session was aimed at ensuring broad-based input for effective implementation. She lauded Governor Ahmadu Umaru Fintiri’s administration for prioritising social welfare initiatives but noted that a legal framework was vital to guarantee continuity, fairness, and long-term results.
A delegation from Borno State also attended the event as part of efforts to develop its own social protection law under the SEPIN-SUSI programme. Delivering a goodwill message on behalf of the Speaker of the Borno State House of Assembly, Rt. Hon. Abdulkarim Lawan, the Member representing Maiduguri Metropolitan Constituency, Hon. Ali Kotoko, praised Adamawa’s progress and expressed readiness to learn from its legislative experience.
Also speaking, Mahamane Brimaka, Deputy Commission Manager for PETRA-DEP—one of GIZ’s flagship initiatives in Northeast Nigeria—commended all stakeholders who contributed to shaping the bill.
Stakeholders believe the public hearing represents a major step toward final passage of the bill, which aims to institutionalise poverty reduction and social welfare interventions in Adamawa State.
