Abuja — Nigeria has taken a bold step toward building a more inclusive society with the unveiling of new accessibility compliance certificates by the National Commission for Persons with Disabilities (NCPWD).
The initiative introduces three certificates — National Accessibility Compliance Certificate, National Disability Compliance Certificate, and Provisional Accessibility Compliance Certificate — aimed at enforcing the Discrimination Against Persons with Disabilities (Prohibition) Act, 2023 and the Accessibility Regulations, 2023.
Speaking at the launch, Executive Secretary of NCPWD, Hon. Ayuba Burki Gufwan, said accessibility is not a privilege but a right that must be guaranteed to all Nigerians.
“These certificates will encourage compliance with standards, promote accountability, and celebrate organizations that prioritize inclusion,” he declared. “Together, we are building a Nigeria where no one is left behind.”
The certificates will guide institutions and organizations in meeting national accessibility standards, reward compliance, and strengthen disability inclusion across sectors such as public infrastructure, transportation, and information technology. They are also expected to generate revenue for the Commission and the Federal Government, creating a sustainable funding channel for disability programs.
Director of Compliance and Enforcement, Barr. Ikem Uchegbulam, called the unveiling “an honour and a call to action,” urging Nigerians to dismantle barriers that hinder persons with disabilities.
In her remarks, Head of the Civil Service of the Federation, Dr. Didi Walson-Jack — represented by Permanent Secretary Mrs. Patience Oyekwale — emphasized that Ministries, Departments, and Agencies must treat disability inclusion as a right, not a choice.
Also commending the initiative, Senior Special Assistant to the President on Special Needs and Equal Opportunities, Hon. Mohammed Abba Isah, said the development marks a turning point for the full implementation of Nigeria’s Disability Act.
The highlight of the ceremony was the official unveiling of the certificates, which drew applause from stakeholders and dignitaries who hailed the Commission’s effort as a milestone in Nigeria’s journey to inclusivity.
