The Executive Secretary of the National Commission for Persons with Disabilities (NCPWD), Ayuba Burki Gufwan, has pledged unwavering support to the Rule of Law and Anti-Corruption (ROLAC) programme in a joint effort to end gender-based violence (GBV) against persons with disabilities in Nigeria.
Speaking at a strategic meeting held at the Commission’s headquarters on July 14, 2025, Gufwan emphasized the need for inclusive partnerships and effective strategies to protect the rights and dignity of more than 35 million persons with disabilities in the country. He reiterated the Commission’s vision of ensuring that no one is left behind, especially women and girls with disabilities who are disproportionately affected by GBV. He expressed readiness to work with ROLAC to co-develop a programme that reflects the unique experiences and needs of this community.
During the engagement, ROLAC shared its commitment to strengthening legal and policy frameworks, particularly through the implementation of the Violence Against Persons with Disabilities Act and the Child Rights Act. The programme also aims to improve access to critical support services for survivors—such as healthcare, legal aid, and protection—especially in remote or underserved areas. Furthermore, ROLAC focuses on building the capacity of professional organizations to promote inclusive social norms and advance positive behavioural change within communities.
The dialogue between NCPWD and ROLAC also touched on broadening access to justice for survivors of GBV within the disability community. They discussed the development of a joint project framework that incorporates disability-focused perspectives, as well as closer collaboration with security agencies, including the Nigeria Security and Civil Defence Corps and the police, to ensure timely and effective responses to reported cases. Emphasis was placed on fostering continuous engagement with government institutions to mainstream disability inclusion in policymaking and national development agendas.
Gufwan outlined the Commission’s ongoing efforts to advance the rights of persons with disabilities through advocacy for inclusive policies on education, reproductive health, and women’s empowerment. He highlighted campaigns to increase public awareness and reduce stigma, as well as initiatives to equip women and girls with disabilities with practical skills and economic opportunities. These efforts are aimed at addressing the root causes of discrimination and creating sustainable avenues for self-reliance.
Expressing appreciation for the partnership, the Executive Secretary reaffirmed the Commission’s commitment to the full implementation of all relevant policies addressing gender-based violence against persons with disabilities. He called for deeper collaboration with ROLAC and other stakeholders to enhance legal protections and promote a safer, more inclusive environment where the rights and dignity of every individual are respected.
By working together, NCPWD and ROLAC are laying the foundation for a future in which persons with disabilities—especially women and girls—can live free from violence, fear, and marginalization.
