The Freky Andrew-Essien Care (FAECARE) Foundation has raised an awareness and advocate for a more accessible environment for Persons with Disabilities in Rivers State.

The Foundation made the call in a press release and roundtable discussion organised by the foundation.

Freky Andrew-Essien, the Executive Director of the Foundation said “it has become imperative to address the issue of accessibility in all its complexity, encompassing the physical environment, transportation, information and communication, and services, adding that as long as goods and services are open and are provided for the public, they must be accessible to all including persons with disabilities.”

She added that the Discrimination against Persons With Disabilities (Prohibition) Act, 2018 and the Rivers State Persons with Disability Welfare (Enhancement) Law, 2012 underscore the need for accessibility aids in public buildings but regretted that their implementation and enforcement have remained inadequate making essential places inaccessible to persons with disabilities.

“We need a better law in Rivers State that is human rights based and one of the best ways to go about it is to domesticate the Discrimination against Persons with Disabilities (Prohibition) Act as it is based on fundamental human rights and disability rights covering penalties fines among other things.

“We need a law to protect the rights of people with disability that are human rights based,” she added

Ndifreke Andrew-Essien also called for the establishment of a Dsability Commission as an agency of its own saddled with the sole responsibility of handling the issues of disability in the state rather than having it domiciled in the ministry of social welfare and rehabilitation.

She maintained that as an agency, it will have its own budgetary provisions and every other thing that will make it work effectively and independently as opposed to being under a ministry.
