Abuja – In a decisive move to promote inclusive disaster management, the Federal Ministry of Water Resources, in collaboration with the Nigeria Hydrological Services Agency (NIHSA), has launched the 2025 Annual Flood Outlook (AFO), placing special emphasis on preparedness strategies that prioritize Persons with Disabilities (PWDs).
Themed “Flood Resilience: Focusing on Communication, Preparedness and Adaptive Strategies for Flood Management,” the 2025 AFO outlines proactive measures to mitigate the impact of flooding nationwide. At the core of this year’s outlook is a commitment to ensure that early warning systems, evacuation plans, and emergency response protocols are accessible to all, particularly vulnerable populations.
In a symbolic gesture reflecting this inclusive approach, Engineer Joseph Utsev,, the Honourable Minister of Water Resources donated wheelchairs to members of the PWD community in the Federal Capital Territory. The donation, received by the Advocacy for Women with Disabilities Initiative (AWWDI), is part of broader efforts to enhance mobility, safety, and access for PWDs during emergencies.
“Flood resilience must include everyone,” Utsev stated. “If persons with disabilities are not part of our preparedness efforts, then our strategy is incomplete.”
Representing AWWDI, Mrs. Patience Ogolo Dickson reiterated the importance of inclusive planning: “Inclusion is not charity—it is a strategic necessity. True resilience means that every Nigerian, regardless of ability, is informed, protected, and empowered.”
The AFO provides data-driven flood predictions, identifies high-risk zones, and recommends inclusive communication tools such as SMS alerts, sign language interpretation, and visual aids. It also stresses the importance of accessible shelters and tailored evacuation protocols.
NIHSA affirmed its ongoing partnership with AWWDI and other stakeholders to ensure that critical hydrological information leads to life-saving action on the ground.
With the rainy season approaching, the federal government is calling on communities, agencies, and humanitarian partners to prioritize inclusive flood preparedness as a national imperative.
