Disability Rights Groups Collaborate to Strengthen Justice, Inclusion for PWDs in Lagos

In a united effort to promote equal rights and social justice for Persons with Disabilities (PWDs), the Lagos State Office for Disability Affairs (LASODA), the Rule of Law and Anti-Corruption (ROLAC) programme, and the Centre for Citizens with Disabilities (CCD) have launched a collaborative initiative to advance inclusion and awareness across Lagos State.

The joint campaign aims to raise awareness among individuals, institutions, and communities about the rights and challenges of PWDs, while fostering a more inclusive and understanding society.

At a one-day capacity-building workshop held at the Shomolu Local Government Secretariat on Monday, LASODA’s General Manager, Mrs. Adenike Oyetunde-Lawal, emphasized that the programme is part of broader efforts to influence policy and drive systemic reform in favor of inclusive governance and equal justice.

She explained that the event is not only about education and sensitization but also about catalyzing reform in the criminal justice system to ensure it serves all members of society—regardless of ability.

“True development can only happen when economic, social, educational, political, and environmental opportunities are accessible to everyone,” she stated, stressing that inclusive policies are essential to improving the lives of PWDs and building a sustainable society.

Mrs. Oyetunde-Lawal also called on the Chairman of Shomolu Local Government to prioritize disability inclusion in the council’s budgeting process by creating a dedicated fiscal allocation for PWDs.

In response, the Chairman, Hon. Abdullateef Ashimi, reaffirmed his administration’s commitment to disability inclusion. He pledged to take actionable steps to ensure that persons with disabilities are represented, heard, and empowered within the framework of local governance.

He noted that the collaboration between LASODA, ROLAC, and CCD reflects a strong, shared vision for a more equitable Lagos—one that leaves no one behind.

CSF Launches “Vote for Her” Campaign to Promote Political Inclusion of Women, Girls with Disabilities

Abuja, Nigeria – In a bold step to confront the systemic exclusion of women and girls with disabilities from Nigeria’s political space, the Cedar Seed Foundation (CSF) on August 4, 2025, officially launched the “Vote for Her” campaign in Abuja. The 15-day nationwide advocacy initiative, supported by global philanthropic organization Luminate, aims to amplify political visibility and leadership opportunities for women with disabilities, who often face dual discrimination based on gender and disability.

Speaking during the launch event, CSF underscored the urgent need to dismantle institutional and structural barriers that continue to marginalize women with disabilities from full political participation. The campaign is not only pushing for their recognition as voters and candidates but also as appointees and decision-makers at all levels of governance.

Executive Director of CSF, Lois Auta, declared that the campaign is a powerful call to action. “We say: Enough is enough. Women and girls with disabilities must not remain invisible in political spaces. ‘Vote for Her’ is not just a campaign — it’s a declaration that She Matters,” she stated.

Over the next two weeks, CSF will drive the campaign using both digital and grassroots strategies to create awareness and foster inclusion. These efforts include storytelling on social media to share the leadership journeys of women with disabilities, high-level engagements with political stakeholders, and mobilization across communities nationwide to push for inclusive electoral processes. The organization is also advocating for changes in political party constitutions and manifestos to better reflect the rights and needs of women with disabilities, while demanding accessibility in all aspects of the voting process.

CSF is also emphasizing the need for legal and institutional reforms. The organization is calling for the full implementation of the 5% affirmative action quota for persons with disabilities, as stipulated in the Discrimination Against Persons with Disabilities (Prohibition) Act of 2018. Furthermore, CSF is urging the Independent National Electoral Commission (INEC), the Inter-Party Advisory Council (IPAC), and other political institutions to ensure that all political party documents are inclusive and accessible, and that election procedures — from registration to voting — cater to the needs of persons with disabilities. The group also advocates for the institutionalization of women with disabilities in leadership and public appointment processes.

“Inclusive governance is not a luxury — it’s a necessity. Let no woman be left behind,” CSF stated, reinforcing its commitment to advancing the rights of women with disabilities.

Internship at National Assembly Opens New Opportunities for Persons with Disabilities

The House of Representatives’ Committee on Disability Matters has celebrated the successful completion of a three-month Legislative Internship Programme for Persons with Disabilities (PWDs), marking a significant step towards enhancing inclusion within Nigeria’s parliamentary framework.

Bashiru Dawodu, Chairman of the Committee, represented by Senior Clerk Chinemerem Njoku, highlighted the interns’ impressive intelligence, dedication, and passion during a reflection meeting held in Abuja on Friday.

“When they first arrived, about ten interns, I made sure they were placed across various committees to gain invaluable hands-on legislative experience. The intern assigned to my office has stood out for their eagerness to learn and contribute,” Dawodu shared.

He further noted that several interns actively participated in oversight visits, particularly focusing on the enforcement of disability-related laws, where they demonstrated remarkable enthusiasm and dedication.

Dawodu emphasized the need for the government to create more opportunities for PWDs within public service, advocating for a focus on intellectual capacity rather than physical ability.

“Many of them possess the knowledge and potential to drive this nation forward. They are disciplined, loyal, and intelligent. It’s crucial that we include them in decision-making processes,” he added.

Ayuba Gufwan, Executive Secretary of the National Commission for Persons with Disabilities, hailed the programme as a pivotal moment for inclusive governance.

“This initiative proves that inclusion is no longer just an aspiration — it is a reality. It has given young people with disabilities practical insight into the workings of legislative affairs,” Gufwan stated. He also encouraged the interns to leverage their experience to inspire others and lead by example.

One of the interns, Omowunmi Ogundare, who worked with the House Committee on Basic Education and Services, expressed her thoughts on the programme.

“This initiative has shown that PWDs can make significant contributions to national progress. I want others to realize that disability is not a barrier — we have a lot to offer,” Ogundare shared.

Jake Epelle, Founder of TAF Africa, emphasized that the programme has broken down long-standing barriers in spaces traditionally seen as inaccessible to persons with disabilities.

“My hope is that some of these interns will eventually become lawmakers. This pilot programme is only the beginning — we plan to expand it so more PWDs can enter the National Assembly,” Epelle remarked.

He also urged for better sign language interpretation resources at the National Assembly to improve accessibility and inclusion for the Deaf community.

Disability Commission Celebrates NGO for Promoting Disability Inclusion Among Children

The National Commission for Persons with Disabilities has commended an NGO, The Engraced Ones, for its outstanding work in promoting inclusion for children with disabilities.

This recognition was made at the Inclusive African Children Runway Event held at the FCT Exhibition Pavilion in Abuja. Speaking on behalf of the Commission’s Executive Secretary, the Director of Social Integration, Mr. Lawrence Idemudia, described the event as a powerful step toward changing public perceptions.

He said, “Children with disabilities are symbols of courage, creativity, and confidence. Every child deserves the right to be seen, heard, and supported to succeed.” He urged all stakeholders to build inclusive schools, families, and communities.

Founder of The Engraced Ones, Mrs. Biboara Deborah Yinkere, restated the group’s focus on advocacy, education, and vocational training. “We believe in showcasing the abilities and talents of children with disabilities,” she said.

The event featured a runway show, dramatic presentations, dance performances, and the donation of assistive devices and sewing machines by the Commission—further emphasizing the need for practical support alongside advocacy.

The NCPWD and The Engraced Ones jointly called on Nigerians to embrace inclusion in all sectors of society to ensure that every child, regardless of ability, has a chance to thrive.

Over 600 Spinal Cord Injury Cases Documented in Katsina – Governor’s SSA

The Senior Special Assistant to Katsina State Governor on Disability Matters, Lieutenant Hudu Usman (rtd), has disclosed that over 600 individuals suffering from spinal cord injuries have been identified across the state.

Lt. Usman, a former naval officer who sustained a spinal cord injury during military service, shared this during an exclusive interview with LEADERSHIP, where he also revealed that more than 30,000 persons with disabilities have been registered by his office—despite the absence of any legal framework to protect their rights in the state.

After returning from a military-sponsored treatment in Germany, Usman founded the Katsina Chapter of the Spinal Cord Injury Association of Nigeria. He said the initiative was inspired by the widespread neglect he witnessed among spinal cord injury survivors, many of whom were misunderstood, abandoned, or left to traditional treatments.

“Many were dying in silence—neglected, stigmatised, or treated as if their condition was a spiritual curse,” he said.

Using his personal resources, including his private vehicle, Usman combed urban and rural communities across Katsina to identify and register over 600 spinal cord injury patients, facilitating hospital referrals and basic care for many. His commitment caught the attention of Governor Dikko Umaru Radda, who appointed him to champion disability affairs in the state.

However, Usman expressed deep frustration over the lack of a domesticated disability law in Katsina, which has left his work under-resourced and structurally unsupported. He lamented that, despite the passage of the National Disability Act in 2018, Katsina is yet to pass its own version.

“We’re working without a structure or dedicated budget. I spend my days submitting memos and begging for inclusion in ministry budgets. It’s exhausting and inefficient,” he said.

So far, his office has documented data on over 30,000 persons with various disabilities—including those who are blind, deaf, or physically impaired—but efforts to provide lasting support remain constrained by the lack of a legal framework.

Lt. Usman stressed the importance of passing the state disability bill, currently pending at the House of Assembly. According to him, its passage would enable the establishment of a State Disability Commission, provide for structured funding, and deliver comprehensive support systems for persons with disabilities.

In the absence of formal interventions, Usman has pushed for the inclusion of people with disabilities in government empowerment programmes, ensuring they receive vocational tools and training kits—and personally monitoring their progress to promote sustainability.

He called on religious leaders, philanthropists, and civil society actors to move beyond one-time charity and instead offer sustained, structured support aligned with government efforts.

“Their condition is one of the most isolating and expensive to manage. Sympathy is not enough—they need real help, protection, and policy,” he said.

Looking ahead, Lt. Usman believes Katsina can become a model for disability inclusion in Nigeria—but only if urgent legislative action is taken.

“We want a Katsina where persons with disabilities are not beggars, but leaders, professors, and policymakers. We have the people and the passion. Now, we need the law.”

Breaking the Silence: Nigeria Hosts First National Conference for Female Sign Language Interpreters to Tackle GBV Against Deaf Women

In a historic step toward gender and disability inclusion, Nigeria has hosted its first-ever national conference focused exclusively on female sign language interpreters—and their vital role in combating gender-based violence (GBV) against deaf women.

Organised by the Association of Sign Language Interpreters of Nigeria (ASLIN), the conference marked a watershed moment in the fight against double discrimination—where deaf women face violence, yet remain voiceless due to communication barriers.

With the theme “The Role of Female Sign Language Interpreters in Mitigating the Causes of Gender-Based Violence Among Deaf Women in Developing Countries,” the event drew interpreters, advocates, government officials, and civil society leaders to confront a stark reality: without access to interpretation, deaf women are often shut out of protection services and justice systems.

ASLIN President Timothy Tinat emphasized the need for more women in the profession—especially in northern Nigeria—where cultural and infrastructural gaps limit deaf women’s access to medical and legal services. He also called attention to the societal pressures that drive many female interpreters out of the field after marriage.

Conference Chairperson Dr. Martina Ntino delivered a powerful address, describing female interpreters as “not just conveyors of language but interpreters of justice and humanity.” She urged collaboration, shared learning, and strategic action to empower deaf women and the interpreters who serve them.

Real-life testimonies painted a vivid picture of the challenges women interpreters face—from resigning under marital pressure to interpreting during pregnancy despite health risks. One case, that of a talented interpreter named Kindness who had to leave her job due to spousal disapproval, served as a painful reminder of the barriers that still exist.

The conference also highlighted the risks deaf women face in GBV cases when assigned male interpreters—some of whom may be connected to perpetrators—further silencing their voices.

Officials reaffirmed commitments to inclusion. The National Commission for Persons with Disabilities (NCPWD), represented by Mr. Lawrence Idemudia, pledged better enforcement of the Disability Act. The Nigeria Security and Civil Defence Corps (NSCDC) announced the training of 250 officers in sign language, while NAPTIP revealed it is receiving at least 20 GBV reports daily, with deaf women often left out due to interpreter shortages.

To bridge this gap, NAPTIP has launched a sign language unit and introduced Braille and audiovisual materials for legal processes—an effort that aligns with global goals to leave no one behind.

Adding to the inclusive momentum, the FCT Mandate Secretary for Women Affairs confirmed a 5% quota for women with disabilities in government programs, with deaf women already among recent grant beneficiaries.

In her goodwill message, Barrister Catherine Edeh of Voice of Disability Initiative stressed the need for trauma-informed, female-led interpreting in GBV cases, alongside confidentiality and professionalism.

As the first event of its kind on the continent, the ASLIN-led conference has set a new benchmark for Africa—one that centres the experiences, rights, and resilience of deaf women, and the women interpreters who help make their voices heard.

Gombe — The Gombe State Commission for Persons with Disabilities has paid a courtesy visit to the State Coordinator of the Northeast Development Commission (NEDC), seeking deeper collaboration in advancing the rights and welfare of persons with disabilities across the state.

The visit, which took place in Gombe on Tuesday, was aimed at strengthening ties between both institutions and soliciting further support from the NEDC towards the Commission’s mission of inclusion and empowerment.

During the meeting, the Executive Chairman of the Commission commended the NEDC for its consistent and invaluable support to the disability community. He made particular reference to the Commission’s recent medical outreach in various communities within the state, where the Center for Special Education in Gombe— the only school dedicated to children with disabilities in the state—was among the beneficiaries.

Describing the school as a “hatching ground” for future leaders and advocates within the disability community, the Chairman emphasized its significance in the Commission’s long-term vision for sustainable inclusion and capacity-building.

In his response, the NEDC State Coordinator expressed gratitude for the visit and reaffirmed the Commission’s readiness to partner with the Gombe State Commission for Persons with Disabilities. He assured the delegation of the NEDC’s ongoing commitment to support initiatives aimed at improving the lives of persons with disabilities.

“Our doors are always open for meaningful collaborations,” he said, adding that the NEDC remains dedicated to fostering inclusive development across the region.

Describing the bill’s passage as a turning point, HAPI emphasized that the new law lays the foundation for a more just and inclusive Benue State, where the rights and dignity of persons with disabilities are protected under the law.

The organization praised the Executive Governor, Hyacinth Alia, and the State Executive Council for championing the bill by forwarding it to the legislature as an Executive Bill — a gesture that demonstrates genuine commitment to equity and human rights.

HAPI also lauded the Speaker and members of the Benue State House of Assembly for their swift and responsible action in passing the legislation, saying their decision reflects the growing momentum for disability justice in the state.

Most importantly, HAPI recognized the tireless advocacy of Organizations of Persons with Disabilities (OPDs), whose voices and leadership were central to making this milestone possible.

As Benue celebrates this legislative breakthrough, HAPI is urging Governor Alia to sign the bill without delay and ensure that all relevant MDAs begin concrete planning and budgeting for its immediate implementation.

Deaf Community Honours Governor Makinde with Inaugural Public Lecture, Press Conference

Ibadan – The Oyo State Association of the Deaf (OYSAD), in collaboration with stakeholders from the disability community, has honoured Governor Seyi Makinde with its first-ever public lecture and press conference in recognition of his inclusive leadership and unwavering support for persons with disabilities in the state.

The event, which took place at the Western Hall, Secretariat, Ibadan, was themed “Leadership and Inclusion: The Makinde Model.” It spotlighted the governor’s wide-reaching impact on the welfare of persons with disabilities, especially the Deaf community.

In his welcome address, OYSAD Chairman, Mr. Yusuff Adekunle Moruff, described the recognition as long overdue. He lauded Governor Makinde for demonstrating an exceptional level of compassion and commitment to disability inclusion, noting that no previous administration had matched his level of proactive engagement.

The lecture referenced global statistics from the World Health Organization indicating that at least 15 percent of every population consists of persons with disabilities, with the Deaf community forming a significant proportion. In Oyo State alone, over 5,000 Deaf individuals are registered with OYSAD across all 33 local government areas.

Governor Makinde’s tenure has been marked by several milestones that have improved the lives of persons with disabilities in the state. These include the enactment of the Oyo State Disability Law, the establishment of the Oyo State Agency for Persons with Disabilities, and the appointment of special aides—including Deaf individuals—at both state and local levels. In addition, hundreds of persons with disabilities, including many Deaf teachers, have been employed through state recruitment drives, and financial subventions have been consistently provided to disability-focused organizations like OYSAD. The administration has also championed inclusive education, particularly through the promotion of sign language and Deaf education in schools.

The programme featured a keynote lecture that drew attention to international frameworks such as the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), which advocates for equality, full participation, and accessibility for all.

Attendees were treated to cultural performances and personal testimonies from Deaf beneficiaries of government programmes. A documentary presentation highlighted the governor’s legacy in inclusive governance, and a symbolic Plaque of Appreciation was presented to him as a token of gratitude.

The event concluded with a call to action for the full implementation of the Nigerian Anti-Discrimination Act of 2018 and a broader appeal for greater empathy, respect, and practical inclusion across all sectors of society.

Foundation, Google Empower Visually-Impaired Students with AI, Android Skills

The Christ’s Outreach on Disabilities (CODISA) Foundation, in partnership with Google, has trained over 30 visually-impaired individuals—mostly students from the University of Lagos (UNILAG)—on how to effectively use Artificial Intelligence (AI) and Android tools to enhance their independence and access to digital services.

Participants included members of the National Association of Visually-Impaired Students (UNILAG Chapter), the Anglo-Nigerian Welfare Association for the Blind, and the Federal Nigeria Society for the Blind.

Speaking at the event, CODISA leader, Prince Olaoluwa Awojoodu, emphasized the goal of the training was to equip participants with the skills to live more independently. “The training focuses specifically on the visually-impaired and how they can effectively use Android devices,” he said.

He noted that CODISA has impacted over 10,000 people with special needs and currently supports 40 disability homes across the country.

Director of Google West Africa, Olumide Balogun, said the initiative aligns with Google Serve, the company’s annual volunteering program. “We’re here to make a meaningful difference by bringing the power of technology to our brothers and sisters,” he said.

Ugochi Agoreyo, Google’s Search Partnerships Lead for Sub-Saharan Africa, led sessions on accessibility tools such as Voice Access, Reading Mode, and TalkBack. She also introduced AI-powered apps like Gemini 2.5 Flash and Gemini Live, which enable visually-impaired users to interact with their phones and environment through voice and camera input.

UNILAG student Olumide Oladimeji described the experience as a dream come true, expressing gratitude for the opportunity to learn directly from Google and develop skills for a possible career in accessibility consulting.

LASU Approves Sign Language Club to Promote Inclusion, Communication Access

Lagos – The Lagos State University (LASU) has granted provisional approval for the establishment of the Sign Language Ambassador Club (SLAC), marking a significant step toward promoting inclusive education and bridging the communication gap between hearing and non-hearing communities on campus.

The approval, which was communicated in an official letter signed by Mr. Popoola Ibrahim I., Principal Assistant Registrar, for the Deputy Registrar of the Students’ Affairs Division, gives the green light for the club to operate within the institution for the 2024/2025 academic session.

 

According to the letter made available to Inclusive News Network (INN), the university emphasized that the approval is temporary and will expire at the end of the current academic year. The club will be required to renew its registration in line with university procedures for the 2025/2026 session. The Acting Dean of the Students’ Affairs Division advised SLAC to comply fully with all university rules and regulations.

In response, the club’s president, Akintibubo Saheed Adedotun, expressed gratitude to the university authorities and reaffirmed SLAC’s commitment to upholding the institution’s standards. He described the approval as a major milestone in the club’s mission to promote the use and understanding of sign language across the university and in broader society.

Adedotun noted that with the approval, the club has begun its journey toward eliminating communication barriers that exist between hearing individuals and members of the deaf or hard-of-hearing community. He emphasized that the club is determined to ensure full inclusion of students with hearing impairments in both academic and social life by facilitating access to trained sign language interpreters, providing peer support, and advocating for policy reforms within the university system.

He further explained that the club aims to change perceptions of deafness by cultivating a campus culture that values and understands deafness as a unique identity rather than a limitation. This will be achieved through awareness campaigns, community events, and interactive learning experiences. SLAC also hopes to nurture student ambassadors who are passionate about disability rights and inclusion, and who are trained in sign language to serve as interpreters and allies within and beyond the university.

Through sustained advocacy and collaboration, the club plans to influence institutional policies such as the inclusion of sign language in general education courses, the enforcement of accessibility standards in public communication, and increased engagement with deaf communities by government bodies and non-governmental organizations.

In addition, SLAC intends to empower persons with hearing impairments by building their confidence, independence, and sense of belonging through mentorship and skill-building programs. The club is also exploring partnerships with schools for the deaf, NGOs, relevant government ministries, and international organizations like UNICEF and WHO to strengthen support and visibility for deaf education and accessibility initiatives.

Adedotun concluded by stating that the club envisions a future where no student at LASU feels excluded due to hearing impairment, where sign language is widely embraced in public communication across Lagos State, and where deaf persons across Nigeria can access education, employment, and leadership opportunities without discrimination.

INN reports that, the founder of the Sign Language Ambassadors Club, Oyeniyi Kudus, is a sign language interpreter, special educator, and a passionate advocate for the deaf and inclusive community. His vision for a more accessible and inclusive society laid the foundation for the creation of SLAC, which continues to grow in influence and impact.

The National Commission for Persons with Disabilities (NCPWD) has praised the Catholic Archdiocese of Abuja for introducing a pioneering sign language training program for religious leaders. The initiative, launched through the Archdiocese’s Justice Development and Peace Caritas Initiative (JDPCI), aims to promote accessibility and inclusion for deaf worshippers.

The official launch took place on Tuesday, July 30, 2025, at the church premises in Abuja. Mr. Lawrence Idemudia, Director of Social Integration, represented the Executive Secretary of the Commission, Mr. Ayuba Burki Gufwan, at the event. He expressed the Commission’s gratitude to the organizers and partners for their dedication to creating inclusive spiritual environments.

“This initiative marks a major step toward equal access in religious life,” Gufwan said in a statement. “Faith spaces that welcome everyone regardless of disability not only ensure inclusion but also strengthen national unity.”

He encouraged religious leaders to view the training not just as a technical exercise but as a transformational step toward advocacy. “Learning sign language is a strong message of respect and empathy,” he added.

Gufwan also commended Archbishop Ignatius Kaigama for his leadership and urged other religious leaders to adopt similar inclusive measures.

Archbishop Kaigama, in his remarks, emphasized the importance of turning inclusion from mere talk into concrete action. “This program shows our commitment to bridging the gap between advocacy and reality,” he said, adding that the Archdiocese is working to instill disability awareness from the grassroots.

The interfaith nature of the program was also highlighted by Mohammad Eze, representative of the National Mosque. He welcomed the initiative and affirmed the Muslim community’s commitment to inclusion. “This reflects Islamic values of equality and compassion. We stand ready to collaborate in making our places of worship more accessible,” Eze said.

The program is expected to significantly enhance communication between clergy and deaf congregants. The NCPWD pledged continued support through partnerships, policy advice, and technical assistance, while calling on all faith communities to promote environments where everyone can worship freely and equally.

Abia Govt Urges Full Implementation of Disability Laws Across MDAs

The Abia State Government has mandated the installation of elevators and other accessibility features in all public buildings to accommodate persons with disabilities, as part of its commitment to inclusive governance.

This directive was announced by the Chairman of the Abia State Disability Commission (ASDC), Mr. David Anyaele, during a capacity-building workshop for permanent secretaries held in Umuahia. The workshop aimed to deepen understanding of the Abia State Disability Law and promote the mainstreaming of disability issues in the operations of Ministries, Departments, and Agencies (MDAs).

Mr. Anyaele revealed that the Commissioner for Lands, Mr. Chaka Chukwumerije, had already begun the process of making public infrastructure—such as the State Secretariat—accessible, in alignment with the Governor’s directive. He called on permanent secretaries to follow suit by prioritizing disability inclusion in their ministry budgets and operations.

“Permanent secretaries are the backbone of public administration. While political appointees may change, they remain the consistent drivers of government policy,” Anyaele said. “It is their duty to ensure no person is excluded because of a disability.”

He highlighted the numerous barriers persons with disabilities face—ranging from physical infrastructure to communication, institutional, and attitudinal challenges. He stressed the need for sign language interpreters in public service, braille resources for the blind, and inclusive building design that features ramps with handrails, accessible toilets, and lifts equipped with braille and audio signals.

The ASDC Chairman further emphasized the need for each MDA to designate disability focal persons and ensure all facilities comply with universal accessibility standards. He also disclosed that the Commission would begin marking special parking spaces for persons with disabilities and penalize those who flout accessibility rules.

“Accessibility is not just physical—it’s about communication, information, and participation,” Anyaele added.

He commended Governor Alex Otti for his unflinching support and for approving the training workshop, describing the move as a sign of the Governor’s dedication to empowering the Commission and advancing disability inclusion.

Speaking on behalf of the Rule of Law and Anti-Corruption (ROLAC) program, Mr. Peter, represented by Onyedikachi Odi, hailed the Disability Law and inclusive budgeting initiative as a milestone for inclusive governance in Abia State. He reminded the permanent secretaries of their leadership roles in ensuring that everyone, regardless of ability, has equitable access to services.

“The Disability Law offers us a framework to build a truly inclusive Abia State. It’s our shared responsibility to bring its provisions to life,” he noted.

Permanent secretaries in attendance expressed gratitude for the training. Lady Oge Maduka of the Ministry of Local Government and Chieftaincy Affairs pledged to implement the lessons learned. Similarly, Barrister Chibuzo Ehiemere of the Ministry of Arts, Culture, and Creative Economy described the workshop as eye-opening.

“We’re leaving this workshop enriched,” she said. “It’s now clear that our budget planning must be inclusive and reflective of the needs of persons with disabilities.”

The workshop ended on a high note, with a collective commitment by government officials to embed disability inclusion in public service delivery and policy implementation across Abia State.

Disability Advocates Urge National Assembly to Deepen Inclusion Efforts

Disability rights advocates have renewed calls for greater inclusion and visibility within Nigeria’s National Assembly, particularly emphasizing the full integration of sign language interpreters in all legislative proceedings and televised broadcasts.

This advocacy came to the fore during a high-level stakeholders’ meeting held in Abuja, convened by the Deputy Speaker of the House of Representatives, Hon. Benjamin Kalu.

Key disability organizations including TAF Africa, the National Commission for Persons with Disabilities (NCPWD), and the Association of Sign Language Interpreters of Nigeria participated in the session, highlighting long-standing issues of marginalization and limited accessibility within Nigeria’s legislative space.

Jake Epelle, Founder of TAF Africa, criticized the current token presence of sign language interpreters at plenary sessions, noting that their visibility on NASS TV remains minimal.

“Cameras hardly focus on them,” Epelle said. “There must be intentional integration of interpreters into the media coverage team to ensure that deaf Nigerians can follow proceedings in real time.”

Lawrence Idemudia of the NCPWD raised additional concerns including the lack of physical accessibility to legislative chambers, absence of safety gear for interpreters during sessions, and the persistence of discriminatory mindsets within government structures.

John Bamidele, President of the Association of Sign Language Interpreters of Nigeria, advocated for formal recognition of Nigerian Sign Language as a national language. He also called for the establishment of a regulatory and certification body for interpreters, alongside structured employment and funding mechanisms.

The stakeholders collectively called on the federal government to accelerate the implementation of the Discrimination Against Persons with Disabilities (Prohibition) Act and ensure inclusive practices across sectors like education, health, and justice. They also emphasized the need for ongoing professional development opportunities for interpreters.

In response, Deputy Speaker Benjamin Kalu, represented by the Chairman of the House Committee on Disabilities, Hon. Bashiru Dawodu, outlined a number of forthcoming legislative reforms aimed at deepening inclusion.

“For the first time in Nigeria’s parliamentary history, sign language interpreters are now present at plenary sessions,” Kalu noted. “Going forward, we will guarantee their full visibility on NASS TV using a screen-in-screen broadcast feature and establish formal protocols for accessibility.”

Kalu also unveiled plans to introduce a Disability Compliance Scorecard for Ministries, Departments, and Agencies (MDAs), set up a National Disability Infrastructure Fund, and earmark disability-specific budget lines in federal agencies.

Additional initiatives include convening constituency town halls on disability issues, appointing disability desk officers in legislative offices, and organizing a National Dialogue on Disability Inclusion before the end of 2025.

The Deputy Speaker further committed to increased funding for disability-related programs and mandatory inclusion-awareness training for National Assembly staff. He also pledged to co-develop a Legislative Disability Inclusion Handbook in collaboration with advocacy organizations.

While participants welcomed these commitments as a significant step forward, they emphasized that the real test lies in consistent implementation and institutional accountability.
