Katsina Gov’s Aide Urges Compliance with 5% Employment Quota for Persons with Disabilities

Hon. Umar Jibril Bindawa, the Special Assistant to the Katsina State Governor on Disabled Matters, has appealed to the State Head of Service to ensure compliance with the provision of five percent employment opportunities for Persons with Disabilities (PWDs) in the state civil service.

The appeal was made during a courtesy visit to the office of the Head of Service, where Bindawa emphasized the need for Ministries, Departments, and Agencies (MDAs) in Katsina to align with the Discrimination Against Persons with Disabilities (Prohibition) Act, 2018.

Sections 28 and 29 of the Act mandate both federal and state governments to guarantee access to employment for qualified PWDs by reserving a minimum of five percent quota in public service recruitment.

During the visit, Bindawa expressed gratitude to the government for its ongoing efforts in promoting disability inclusion, noting that full implementation of the quota would further strengthen the state’s commitment to equity and inclusiveness.

He stressed that all government establishments are expected to reflect this policy in their recruitment advertisements, explicitly encouraging qualified PWDs to apply. To ensure transparency and efficiency, he requested that MDAs liaise with his office to identify and verify qualified candidates with disabilities for available positions.

“The Head of Service is kindly requested to comply with the provisions of the Act and provide details of required cadres and qualifications. This will enable us to submit competent and verified candidates with disabilities in line with existing laws and circulars,” Bindawa said.

He concluded by assuring the state government of the readiness of PWDs in Katsina to contribute effectively to public service once given fair opportunities.
