The Gombe State Government has reaffirmed its commitment to inclusive governance and disability inclusion as Governor Muhammadu Inuwa Yahaya, CON, signed the ₦617.95 billion 2026 Appropriation Bill into law, with a special allocation for the Gombe State Commission for Persons with Disabilities (GSCPWD).
The budget, tagged the “Budget of Consolidation,” was signed on Monday, December 29, 2025, at the Council Chamber of the Government House, Gombe, following its passage by the Gombe State House of Assembly.
Governor Inuwa Yahaya said the 2026 budget reflects his administration’s resolve to ensure that persons with disabilities and other vulnerable groups are not left behind in the state’s development agenda.
According to him, the budget prioritises critical sectors including health, education, social investment and environmental protection, while making deliberate provision to strengthen the institutional capacity of the Gombe State Commission for Persons with Disabilities to advance inclusion, accessibility and social protection.
“This administration remains fully committed to responding to the needs and aspirations of our people with a budget that is realistic, responsible and centred on the citizen,” the Governor stated.
Out of the total budget size, ₦189 billion (21.6 per cent) is allocated to recurrent expenditure, while ₦428.5 billion (69.4 per cent) is earmarked for capital projects, underscoring the government’s focus on infrastructure, service delivery and long-term growth that benefits all segments of society, including persons with disabilities.
Governor Inuwa Yahaya had earlier presented a ₦535.69 billion budget proposal to the House of Assembly. Following legislative scrutiny, the lawmakers approved an upward adjustment of over ₦82 billion, bringing the total to ₦617.95 billion.
A major highlight of the budget is the allocation of ₦12 billion to the Northern Regional Security Fund, translating to ₦1 billion monthly, in line with resolutions of the Northern States Governors’ Forum. The move positions Gombe State as a leading contributor to regional security efforts.
The Governor reiterated his administration’s commitment to the protection of lives and property, the completion of ongoing legacy projects, and the delivery of people-focused development across urban and rural communities.
Reflecting on his stewardship, Governor Inuwa Yahaya said no sector of the state’s economy has been neglected, stressing that investments in social services and inclusive policies have continued to yield visible results.
“In the history of Gombe State, no government has touched the lives of the people across so many sectors like this one. From health and education to infrastructure and social support, the impact is visible,” he said.
He commended the House of Assembly for what he described as a thoughtful, people-oriented review of the budget and assured that his administration would sustain its record of fiscal discipline, noting that budget implementation under his leadership has consistently exceeded 70 per cent.
Governor Inuwa Yahaya also thanked President Bola Ahmed Tinubu and the Federal Government for their support to Gombe State through various development programmes and appealed for continued collaboration in the coming year.
Earlier, the Speaker of the Gombe State House of Assembly, Hon. Abubakar Mohammed Luggerewo, said the lawmakers had subjected the budget to extensive scrutiny after receiving it on November 13, 2025.
He disclosed that the Appropriation Committee held an extended working session in Calabar, Cross River State, which helped to enrich the budget and justify the upward adjustments made in the overall figures.
Hon. Luggerewo praised the Governor for development projects across key sectors, particularly health and education, noting that a recent health summit organised by the state government attracted global experts who acknowledged Gombe State’s progress in healthcare delivery.
He added that the Assembly’s adjustments were made in good faith and in the best interest of the people, while commending the Governor for fostering a cordial working relationship between the executive and legislative arms of government.
