In a significant step towards empowering Persons with Disabilities (PWDs) in the South East region, Abia State Governor, Dr. Alex Otti, has approved the establishment of the National Commission for Persons with Disabilities (NCPWD) zonal office in Umuahia, the state capital.
Governor Otti, while receiving a delegation from the NCPWD led by its Executive Secretary, Hon. Ayuba Gufwan, at the Government House, reaffirmed Abia State’s commitment to fostering inclusion and eliminating discrimination.
The governor emphasized that his administration is founded on principles of merit and fairness, stating, “The government of Abia State does not discriminate against persons with disabilities, women, or anyone based on religion or origin. I am proud to lead an inclusive administration, demonstrated by appointing a Head of Service from outside the southeast region.”
Recognition and Commitments
In recognition of his support for PWDs, Governor Otti was honored as the Pillar of the Rights of Persons with Disabilities in Nigeria by the NCPWD leadership. He assured the PWD community of continued support, pledging to secure a suitable office complex for the zonal headquarters and the newly established Abia State Commission for the Welfare of Disabled Persons.
He further promised that the facility would be completed within two to three months and serve as a national reference point for inclusion. Encouraging PWDs to persevere despite challenges, he stated, “Disability is not a death sentence. It does not define you. Rise above it and achieve your dreams.”
NCPWD’s Appreciation
Executive Secretary Hon. Ayuba Gufwan expressed profound gratitude to Governor Otti for donating the office complex. He described the gesture as transformative for the PWD community in the southeast, adding that it highlights the governor’s role as a voice for the vulnerable.
Hon. Gufwan outlined the Commission’s mandate, which includes promoting education, employment, skills acquisition, accessibility, and inclusive governance for over 35.5 million PWDs in Nigeria. He highlighted the importance of collaboration with state governments to ensure the full implementation of the Discrimination Against Persons with Disabilities (Prohibition) Act, 2018 and the establishment of Disabilities Commissions in all states.
Inclusive Leadership in Abia
Special Adviser to the Governor and Chairman of the Commission for the Welfare of Disabled Persons, Mr. David Anyaele, described the day as historic, noting that the NCPWD’s establishment is a culmination of years of advocacy. He praised Governor Otti as Nigeria’s most inclusive leader, crediting the governor’s wife, Mrs. Priscillia Otti, for championing PWDs’ rights.
Mr. Anyaele vowed to ensure that barriers to progress for PWDs in Abia are dismantled, promising to make the state a model for inclusiveness in the southeast and beyond.
Addressing Challenges
Hon. Gufwan also urged Governor Otti to address challenges facing the Abia State Disability Rights Commission, including inadequate funding and lack of official vehicles, to ensure its effective operation.
He concluded by commending the governor’s efforts in transforming the lives of PWDs in Abia State, calling it a testament to the administration’s dedication to inclusive governance.
