The Federal Government has introduced a new policy to institutionalize the teaching and learning of sign language in all basic education schools across Nigeria as part of efforts to promote inclusive education.
Executive Secretary of the Universal Basic Education Commission (UBEC), Dr. Aisha Garba, announced the development on Thursday during the 2025 International Day of the Girl Child celebration, themed “Lead a Change: Learn Sign Language Today.”
Garba stated that the initiative underscores the government’s determination to ensure no child is excluded from learning opportunities, particularly girls and children with disabilities.
“Education is the great equalizer, and inclusion is its backbone,” she said. “We are working closely with stakeholders to make sure no child is left behind.”
She explained that the policy reflects a growing national commitment to inclusive communication and aims to make sign language a standard part of Nigeria’s educational system.
“Imagine a country where hospitals, banks, airports, and schools have sign language interpreters — a society without communication barriers for our hearing-impaired citizens. That is the vision we are working toward,” Garba said.
According to her, the government has also made it mandatory for schools to incorporate accessibility features such as ramps, ensuring that learners with physical disabilities can move with dignity and ease.
Minister of State for Education, Professor Suwaiba Ahmad, reaffirmed the administration’s commitment to removing barriers and promoting equitable access to education.
“Every girl, regardless of ability, background, or circumstance, deserves a voice and a pathway to success,” she said. “This policy reflects our shared conviction that talent grows where opportunity, support, and belief come together.”
The policy aligns with Nigeria’s broader efforts to promote inclusive education and expand communication access for the deaf and hard-of-hearing community. While Nigerian Sign Language varies across regions, American Sign Language remains the most widely used in schools and interpretation services nationwide.
